What WPC Certification Covers

WPC sits under the Department of Telecommunications. Its job is spectrum control — deciding which frequencies wireless devices are allowed to use, and at what power level.

Before a device can be imported or sold, it needs Equipment Type Approval. Most people just call it ETA Approval. This confirms the device's radio output stays inside the limits set for its band. Bluetooth, Wi-Fi, Zigbee, RFID, NFC — if a product transmits or receives a radio signal, this rule applies to it.

Products That Need This Approval

Two Approval Routes: ETA-SD vs Routine

Not every product goes through the same process.

ETA-SD

ETA-SD (self-declaration)

ETA-SD (self-declaration) applies to devices in de-licensed bands. It runs through the Saral Sanchar portal and moves quickly once the paperwork is complete.

Routine approval applies to everything else. A WPC officer personally reviews the RF test report. Expect this to take longer, and expect follow-up queries if anything looks off.

The WPC Certification Process, Step by Step

RF Testing

Step 1: RF Testing — Get the device tested at a NABL-accredited Indian lab. The report needs to confirm frequency, power output, and bandwidth match what the applicable notification allows.

Saral Sanchar Registration

Step 2: Saral Sanchar Registration — Create an account on the Saral Sanchar portal. This is where the entire application lives, from filing to tracking.

Document Upload

Step 3: Document Upload — Submit the RF test report, technical specifications, manufacturer details, and authorization letter.

Government Fee

Step 4: Government Fee — Pay the prescribed fee through the Bharatkosh portal. Attach the payment receipt to the Saral Sanchar application.

WPC Review

Step 5: WPC Review — Officials check the test report against the documents. Anything inconsistent triggers a query, and that adds time.

Certificate Issued

Step 6: Certificate Issued — Once approved, the WPC certificate is granted along with an ETA number tied to that specific product model.

Foreign manufacturers without an Indian office usually need an Authorized Indian Representative to hold the WPC license on their behalf. WPC will not deal directly with an overseas entity.
